Startup repair loop endlessly, and PIO mode fix

firstly, it happens my device turns slow and i found out it was in pio mode. But the option to enable DMA is grayed. And now my laptop not booting (endlessly startup repair fails). I cant access safe mode due to this PIO case. Any solution? Sorry if im at wrong section. Just joined.
