CTB-Locker Problem. Help please From Sr. Citizen

Hello, Great Forums and folks. Thanks for all the previous help. Sr. citizen now, very, and this is the last thing I need. Sure doesn't inspire any confidence in our Gov't if they can't prevent this kind of thing. But, i guess, I have lots of company with this. Anyway, my PC became infected with this CTB-Locker trojan or virus. I do use avast and Malware Bytes, but neither apparently...
