VLC as media SERVER Without using a PLAYLIST

Hi there all the articles I've googled on require me to set up VLC as a STREAM - i.e I have to add the files to a playlist and then stream. Is it possible to use VLC as a MEDIA SERVER (like for example PLEX) so I can just open VLC on my remote TV, scroll to my movie library and select from what I want to play without having to add 2500 files or more to a playlist.
