MSV C++ error installing pspx7

I have windows 7 and have been trying to install photoshop x7 and am getting this error Ive tried everything I know to. I have uninstalled and reinstalled both vcredist_x64 and vcredist_x86. I have gone into the systems and started up some of the disabled items to whereas there arent any left that are disabled. just to be on that safe side.. Ive cleaned out and performed windows updates......
