High ping and slow download speed ?

Hi At first week or two my ping and download speed were at 8000kb/s(stable),ping 17ms,with Black ops 2 the ping gets max to 90,now it can reach to 200-140,the download speed stars very slowly increasing to 7000kb/s then it goes down to 5000 kb/s(that's with steam,gets worse when playing a video on YT or downloading files) and so on,when i run the speed test at speedtest.net it gives me this...
