Computer froze now it will boot but not display

This is going to be a little complicated but hopefully any helpful tips can lead me in the right direction. My brothers computer froze and now it will boot up but nothing will post on the screens or keyboard and mouse will not come on. Its bizarre because anything that is hooked up to the back of the motherboard will not work which is display ports and anything connected usb. Everything else...
