Windows 7 Libraries only allow Arrange By Folder for Dropbox folders

I'd like to be able to use the "Arrange By" features in Windows 7 Libraries to search quickly through my photographs, particularly by Tag. I first discovered this worked fine, and I could access all the ArrangeBy menu items, like by Date, Month, Name, and Tag.
