Using a corporate wifi, slow internet in normal mode fast in safe mode

Hey all I am having trouble with maintaining a reasonable internet speed on a network run by the school district. I have deduced by trying other devices and running in safe mode that it is a problem by some service or hardware in my computer, just don't know what.
