"Grand Theft Auto V for PC runs at 60FPS in 1080p" ?

Hi guys Really exicited for this game,unfortunate thing that they had to delay it 3 times so far,anyway ill get to the question...by "Grand Theft Auto V for PC runs at 60FPS in 1080p" on what are they basing this ? on the recommended settings ? other words what card are they referring to that runs it in 1080p at 60 frames ? or are they just saying that the game can run at 1080p while keeping it...
