Installing a new PC and have the same layout of the actual win XP PC

Hello I may need to upgrade my father in law PC to Win 7 or get him a new PC My main point is I need to make sure that I will have nearly the same screen appearance. At 91, he don't want to relearn. So, how can I transfer is actual setup if I upgrade to same system with win 7 or a complete new PC Is actual system is a Pentium with 3 GB
