Error 503 on regular laptop

Hi all! The problem is as follows. Laptop is getting Error 503 on some websites, which then refuse to work. Most googling lead me to IIS and Windows Server related troubleshooting but I'm just dealing with a regular laptop owned by a non-technical user here. Problem persists with both Firefox and Chrome. IE... actually works, wow. Any ideas?
