How do I fix random ping spikes on Windows 7 64-bit

Hello, I didn't find any solutions in google, so I write here. I don't know how to fix random ping spikes in online games such as League of Legends and CS:GO. It randomly increases from 45 to 200 and more. And that happened just when I installed Windows 7. Before I had Windows 8.1, so I ask u suggestions how to fix that.
