burn more DVDs from encoded .msdvd file: why repeated encoding needed?

Windows DVD Maker wants to revert to encoding every time I open an .msdvd file that has successfully burned as encoded for DVDs before. Is there a way around this – using the Windows 7 Home Premium package I already have? _Background:_ I’m using an HP PC tower, Windows 7, with all other applications closed, and Power Options reset to “never”.
